STARS for KIDS NOW is Kentucky's voluntary quality rating system for licensed Type I and Type II child care centers and Certified family child care homes.  This system uses a scale of 1 through 4 STARS to identify levels of quality.  All STAR levels surpass the minimum licensing requirements that all programs must meet.  Programs are assessed in the following areas:  staff/child ratios, group size, curriculum, parent involvement, training/education of staff, regulatory compliance, and personnel practices.  STARS for KIDS NOW provides parents with a tool to help identify levels of quality when seeking a childcare setting outside of their home.

Early Childhood Standards

The Kentucky Early Childhood Standards were developed to help early childhood programs across the state understand appropriate expectations for children from birth to age five.  By using the standards as a guide, programs can provide children with experiences that support their overall growth and development.

Now there are two parent guides to help parents identify activities they can do with their children that will support their children’s achievement of the Early Childhood Standards.

Child Care – Other Useful Information  

While they do not provide child care, First Steps, Head Start, Early Head Start and the Early Childhood Mental Health Consultants should all be able to provide you with useful information in choosing child care for your child. 

First Steps is Kentucky’s Early Intervention System.  First Steps provides services to children, from birth to age 3, experiencing developmental delays or a particular medical condition that is known to cause developmental delay. Services may include Evaluation, Assessment, Individual Family Service Plan (IFSP), Nutrition Consultation, Service Coordination, Speech Therapy, Physical Therapy, Occupational Therapy, Developmental Intervention, Vision and Audiological Services, Communication Development and Assistive Technology.  Anyone can call and refer a child to First Steps.

Head Start provides comprehensive developmental services for low-income, preschool children ages three to five and social services for their families. Head Start provides diverse services consistent with goals for: education, health, parent involvement and social services 

Early Head Start expands the benefits of Head Start to low-income families with children under age three and to pregnant women.  The Head Start Family Income Guidelines for 2004 are available at:

Finding Child Care

Your local Child Care Resource and Referral agency can assist you in locating child care services. They will be able to give you information about available providers in your area.  They also provide information on choosing child care and a variety of parenting issues.   They also have information about child care assistance programs.

Healthy Start in Childcare Program

Healthy Start in Childcare Program

One goal of the Healthy Start in Childcare Program is to promote and protect the health and safety of children in and out of home childcare.  One way they do this is by providing consultation on health, safety and nutrition to childcare providers.

Some of the services offered:

Outreach
 Activities to promote awareness of the program to childcare providers and early childhood partners. For example, newsletter, newspaper advertisement and first contact with an enrolled provider.
 
Consultation
 Confer for the purpose of decision making or planning activities to improve childcare services specific to health, safety and nutrition. Can be provided by telephone or on-site.
 
Follow-up
 Required for playground safety consultation with identified hazards.
 
DECA
 Interpretation of the Devereux Early Childhood Assessment and recommended strategies.
 
Resource/Referral
 As needed to following agencies: local health department, community mental health center, private psychologist, FRYSC, private M.D., social agency, First Steps, and others.
 
Collaboration
 Group of entities working together toward the common goal of quality childcare.
 
Education/Information
 Provide education/information to childcare providers, parents, and children on health, safety and nutrition.
