According to the Kentucky Mental Health Services Planning Council, it is estimated that approximately 49,000 children with severe emotional, behavioral, or mental health disabilities live in Kentucky. Major mental disorders like schizophrenia, bipolar disorder, depression, and panic disorder are found worldwide, across all racial and ethnic groups. In the United States, the overall annual prevalence of mental disorders is about 21% of adults and children (DHHS, 1999). In one year 25 million
Americans are affected with a brain disorder (mental illness). More
than 7.5 million children and adolescents suffer from these illnesses.
Biological brain disorders interfere with normal brain chemistry and
they are treatable! (NAMI Family-to-Family) There are 104 Parent Training and Information Centers and Community Parent Resource Centers in the United States and it’s territories that serve parents of children with disabilities. In 2001-2002, 271,000 parents attending training and presentation offered by these parent centers nationwide. Since the enactment of IDEA, graduation rates for students with disabilities age 14 and older have climbed steadily since the early 1990’s. Due to IDEA, by
1995, 73 percent of students with disabilities age 6-21 attended classes
in regular classrooms or resource rooms combined in a regular school
building.
